1. Who We Are and Acceptance of Terms
Welcome to BlvckMeta. BlvckMeta is operated by Rixx City Studios, LLC, a Nebraska limited liability company doing business as BASS (Black Artists Surpassing Standards) ("BlvckMeta," "we," "us," or "our"). Our mailing address for notices is 1617 Farnam Street #62, Omaha, NE 68102, USA.
By downloading, accessing, or using the BlvckMeta mobile apps (iPhone, iPad, Apple Watch and Android) or website (collectively, the "Service"), you agree to these Terms of Service ("Terms"), our Community Guidelines and our Privacy Policy. These Terms are a legally binding agreement between you and BlvckMeta. If you do not agree, do not use the Service.
We may change these Terms. When a change is material, we will tell you in the app or by email before it takes effect, and the app may ask you to accept the new version before you keep using the Service. If you do not agree to a change, stop using the Service and you may delete your account.
Section 18 contains an arbitration agreement and class-action waiver that affect how disputes are resolved. Please read it.
2. Eligibility
BlvckMeta is for adults only. You must be at least 18 years old to create an account and use the Service. By registering, you represent that you are 18 or older and that you are able to agree to these Terms and to pay for anything you buy.
BlvckMeta does not knowingly permit accounts for anyone under 18. We collect a date of birth at signup, and every app and our servers check it before an account is created. When an account is identified as belonging to someone under 18, it is suspended: it is hidden from discovery and cannot post or send messages. A suspended under-18 account is not automatically deleted. If your account was suspended or your birthday was recorded incorrectly, contact support@blvckmeta.com; a BlvckMeta founder can reinstate the account after the birthday is corrected. We may verify your age at any time and suspend or terminate accounts that do not meet this requirement. If you believe an account belongs to someone under 18, tell us at support@blvckmeta.com.
You must also: (a) not be barred from using the Service under applicable law, including U.S. sanctions; and (b) not have been removed from the Service before for violating these Terms, unless we have told you in writing that you may return.
3. Your Block (Account) and Registration
To use most of BlvckMeta you need an account (your "block"). You can sign up with an email address and password, and you may also be able to sign in with Sign in with Apple or a passkey. Give accurate, current and complete information, and keep it up to date. Some features, such as messaging people who are not your neighbors, sending neighbor requests or posting links, may require a verified email address or an account that is a minimum age.
You are responsible for keeping your sign-in details private and for everything that happens under your account. Tell us right away at support@blvckmeta.com if you think someone else is using your account.
Each account is for one real person or one real business or organization. You may not share an account, sell or transfer it, create accounts with scripts or other automated means, or create extra accounts to get around a suspension, ban or limit. We may remove accounts that were created by automated means, that are fake or used only for spam or scams, or that were created and never signed in to by a real person.
Usernames must not impersonate anyone, mislead people about who you are or who you are affiliated with, or violate anyone's trademark or other rights. We may reclaim a username or require you to change it.
The founder's block. Every new member's block is automatically connected as a neighbor of the founder's block. This lets BlvckMeta welcome you and reach the whole community. It means the founder can see what you share with "Neighbors." You can remove this neighbor connection or block the founder's account at any time. See the Privacy Policy for details.
4. Community Guidelines and Prohibited Conduct
Our full rules are in the Community Guidelines, which are part of these Terms. In short, you agree not to use the Service to:
- Post, upload, send or share anything illegal, threatening, abusive, harassing, defamatory, obscene or sexually explicit, or that promotes violence.
- Engage in hate speech, or target people or groups based on race, ethnicity, religion, gender, sexual orientation, disability, national origin or other protected characteristics.
- Harass, bully, stalk, threaten, intimidate, or dox anyone (share their private information without permission).
- Share, request or distribute sexual content involving minors (CSAM) in any form. BlvckMeta reports apparent CSAM to the National Center for Missing & Exploited Children (NCMEC) and law enforcement as required by law. See our Child Safety Standards.
- Impersonate any person, business or organization, or misrepresent your identity, affiliation or verification status.
- Run scams, phishing, fake investment, crypto or "DM me" money schemes, or other fraud; send spam or mass unsolicited messages.
- Use bots, scrapers or other automated means to create accounts or to access, collect or post to the Service without our prior written consent.
- Interfere with, probe or get around the Service's security, rate limits, age checks or other protections.
- Sell, trade or transfer your account, or buy or sell neighbors, reactions, BlvckScore or other engagement.
- Violate any applicable local, state, national or international law.
Breaking these rules can lead to content removal, limits on your account, suspension, permanent removal and, where appropriate, referral to law enforcement, as described in Section 5.
5. Moderation, Enforcement and Appeals
How we find problems. We review reports from members, and BlvckMeta founders and staff review content and accounts. We also use automatic protections, such as limits on brand-new accounts, rate limits on messages and requests, blocking of throwaway and previously banned email addresses, scam and spam text detection, and an account trust score that helps us spot fake and automated accounts. Automatic protections may slow down, limit or flag an account for review. The Privacy Policy explains what data these protections use.
What we may do. Depending on what happened, we may remove or hide content; limit an account (for example, hide it from the Porch, Find and the Hallway without suspending it); restrict features; suspend an account for a set period or indefinitely; remove a verification badge; or permanently delete an account. We may act without warning when we believe it is needed to protect people, the Service or the law.
Telling you why. When we remove your content or restrict your account, we will normally tell you what we did and why, unless the account is spam or a scam, telling you would create a safety risk or interfere with an investigation, or the law does not allow it.
Appeals. If you believe we made a mistake, you can appeal by emailing support@blvckmeta.com with the subject "Account Appeal" within six months of the decision. Include your username and why you think the decision was wrong. A person, not an automated system, will review your appeal and tell you the outcome. Accounts removed for child sexual exploitation or credible threats of violence will not be restored.
Records. We keep records of enforcement actions, reports and appeals, including after an account is deleted, so we can prevent banned people from returning, respond to legal requests and defend our decisions.
6. Content and Intellectual Property
The Service and all of its content, features and functionality, including text, graphics, logos, icons, themes, animations, images, audio, video, data compilations and software, belong to Rixx City Studios, LLC (BASS) or its licensors and are protected by copyright, trademark and other intellectual property laws.
You keep ownership of what you post. By posting, uploading or sharing content on BlvckMeta ("User Content"), you give BlvckMeta a non-exclusive, royalty-free, worldwide, sublicensable and transferable license to host, store, use, reproduce, distribute, display, translate, adapt (for example, to resize or format it) and create derivative works of your User Content, solely to operate, promote and improve the Service. This license ends when your content is deleted from the Service, except for copies kept as described in the Privacy Policy and content others have shared or saved.
You represent that you own your User Content or have the permissions needed to grant this license, and that it does not infringe anyone's rights.
BlvckMeta, the BlvckMeta logo, TEAIRA, Hallway Map, Vibes, Homeroom and The Den are trademarks of Rixx City Studios, LLC (BASS). You may not use these marks without our prior written permission.
Feedback. If you send us ideas or suggestions, we may use them without owing you anything.
Anthems and music. A profile anthem must be audio you made or own, or have clear permission or a license to share. When you upload a new anthem you confirm that. Do not upload another artist's recording unless you hold the rights. An anthem you pick from Apple Music is played through Apple Music: subscribers hear the full song, everyone else hears a short preview, and BlvckMeta does not copy or host the song. We remove an anthem after a valid rights complaint, and repeat infringement can end your account. Anthems added before this policy stay up and are held to the same standard.
7. TEAIRA AI Assistant
BlvckMeta includes TEAIRA, an artificial intelligence assistant that helps you navigate community resources, discover local information, translate Hallway messages, check facts and use the platform.
Important disclaimer: TEAIRA's responses are for informational and entertainment purposes only. They are not professional, legal, medical, financial, psychological or other professional advice. Do not rely on TEAIRA for decisions that need professional expertise.
TEAIRA can be wrong. AI-generated responses may contain errors, outdated information or inaccuracies, and BlvckMeta makes no promises about their accuracy, completeness or reliability. Always check important information with a qualified professional.
TEAIRA is not a substitute for human judgment, professional help or emergency services. If you are in an emergency, contact emergency services right away (for example, 911 in the United States).
When you use TEAIRA, the text of your request (and recent conversation context, basic account details such as your name and general location, and, for fact checks, the text of the post being checked) is sent to Anthropic to generate a reply, and, if you use TEAIRA's voice, the text of the reply is sent to ElevenLabs to generate speech. See the Privacy Policy for details.
You agree not to try to manipulate TEAIRA into generating harmful, illegal or policy-violating content. Misusing TEAIRA can lead to account restrictions.
8. Copyright and Music (DMCA)
You may only post audio, video and images you own or have permission to use. Do not post commercial songs in Vibes or Stories; use your own original sounds, the BASS Sound Library, or a licensed track. We respond to copyright notices under the Digital Millennium Copyright Act (17 U.S.C. ยง 512): send a notice at blvckmeta.com/dmca. When we receive a complete notice we remove the material promptly and tell the person who posted it, who may send a counter-notice; material may be restored about 14 days after a valid counter-notice unless the claimant tells us they filed a court action. Accounts that receive three upheld copyright strikes are removed (repeat-infringer policy).
Our designated copyright agent: Ellington J. Bass Sr., Copyright Agent, Rixx City Studios, LLC, 1617 Farnam Street #62, Omaha, NE 68102, USA; email legal@blvckmeta.com.
Submitting a track to the BASS Sound Library requires accepting the Sound Library license shown when you submit; you confirm you own the track or have the rights to release it.
9. The Hallway (Public Rooms)
The Hallway is BlvckMeta's group chat. Its public rooms are open to every signed-in BlvckMeta member worldwide, and you must be 18 or older to use them.
- Public and not encrypted. Messages and voice notes in public rooms are visible to everyone who can open the room, and BlvckMeta and its moderators can read them. They are not end-to-end encrypted. Do not share anything in a public room that you would not say in public. Messages are kept after you leave a room and may remain after you delete your account (see the Privacy Policy). Official rooms are also shown to people on older versions of the app.
- Who's here. While you are in a room, other people in it can see your name, username, profile photo, city and country, and the languages you use, and you are counted in the room's and the Hallway's live totals.
- Translation and recaps. Translation and the "Catch me up" recap can run on your own device, and nothing leaves your device for that. When your device cannot do it, and only if you allow it, the text of room messages is sent to Anthropic to translate messages into the language of the person reading them and to write TEAIRA's "Catch me up" recap. Translations are stored with the message. TEAIRA's translations and recaps can be wrong, so check anything important in the original.
- Voice notes are limited to 60 seconds and are stored and played back to the room like any other message.
- Moderation. Room hosts and BlvckMeta staff can remove messages, mute, remove or ban people from a room, and set slow mode. We also apply automatic filters and limits: slow mode turns on by itself when a room is very busy, and accounts younger than 48 hours have tighter limits. You can mute someone for 10 minutes in a room, block them (which hides you from each other), and report any message. The Community Guidelines apply in every room.
- Private chat requests. You can ask someone in a room to chat privately. They choose whether to accept, and you will not be able to message them privately unless they do.
- Opening rooms. Creating a new public room may require an account of a minimum age and standing, which we may change.
10. Purchases, Credits and Subscriptions
BlvckMeta offers optional purchases, including virtual credits, subscriptions and other digital goods and services ("Purchases"). On iPhone and iPad, Purchases are made through Apple's In-App Purchase. Credits and advertiser campaigns may also be bought by card on our website through Stripe, which processes the payment.
All Purchases are final and non-refundable except as required by applicable law or as stated in this section.
Credits are an in-app currency. Credits are non-refundable, have no cash value, cannot be cashed out or exchanged for money, and cannot be transferred out of BlvckMeta. When you gift credits to another user (including as a gift during a live stream), the credits are added to that user's credit balance and can be spent in the app; they cannot be cashed out. Credits have no value outside the Service, and we may change how credits work or what they can buy.
BlvckScore, streaks, reactions, badges and other points or status in the app have no monetary value and cannot be bought, sold or exchanged.
Subscriptions. BlvckMeta currently offers two monthly subscriptions: Verified (see Section 11) and Service Provider (see Section 12). Subscriptions are billed in advance each month and renew automatically unless you cancel at least 24 hours before the end of the current period. Your Apple ID account is charged at confirmation of purchase and at each renewal. You can manage or cancel subscriptions bought through Apple in your Apple ID subscription settings; cancelling stops the next renewal, and you keep the benefits until the end of the period you paid for. If the founder has turned on Family Sharing for a subscription, members of your Apple Family Sharing group may also receive its benefits.
Discount codes. We may offer discount codes. They have no cash value, may expire, and can be limited to certain products or people.
Prices. We may change prices with reasonable advance notice. If you do not agree with a price change, cancel your subscription before it takes effect.
Refunds for purchases made through Apple are handled by Apple under its refund policy. For purchases made by card through Stripe, contact support@blvckmeta.com; those purchases are non-refundable once credits are added to your balance except where required by law.
11. Verified Badge
A Verified badge shows that BlvckMeta has confirmed that the account belongs to the person, business or organization it says it represents. You can get a Verified badge by subscribing to Verified and passing our identity review, and BlvckMeta founders and staff may also grant the badge (for example, to public figures, businesses, organizations and community leaders) without a subscription.
- Identity review. To be verified you may need to give us information or documents that confirm who you are. We use them only to review your request and to prevent impersonation and fraud. Paying for Verified does not guarantee that you will pass the review.
- What the badge does not mean. A Verified badge does not mean BlvckMeta endorses you, your business, your products or your services, or that we have checked your licenses, qualifications or the accuracy of what you post.
- Losing the badge. A badge that comes from a subscription may be removed if the subscription ends. We may remove any badge if the account changes its name or identity in a misleading way, impersonates anyone, or breaks these Terms or the Community Guidelines.
12. Service Providers and Shoppable Posts
Service Providers. A Service Provider subscription lists your business or services in BlvckMeta's directory and Hallway Map so neighbors can find you. Service Providers are independent businesses and people, not BlvckMeta employees or agents. BlvckMeta is not a party to any agreement between you and a Service Provider, does not supervise or guarantee their work, and does not check their licenses, insurance or qualifications unless we say so in writing. Service Providers are responsible for having any licenses, permits and insurance their work requires, for honest descriptions and prices, and for following all laws that apply to them.
Shoppable posts. If you sell a product through a shoppable post, the buyer pays by card through Stripe. That is a sale of a physical or other product for real money between you and the buyer, not a credits transaction. Proceeds are paid out to the seller's connected Stripe account, less a 10% BlvckMeta platform fee (and Stripe's processing fees). To sell, you must accept Stripe's Connected Account Agreement.
As a seller you are responsible for your listings, products, shipping, returns, customer service, warranties and taxes; for following consumer-protection, product-safety and other laws; and for not selling anything illegal, counterfeit, recalled, dangerous or prohibited by the Community Guidelines. If you sell often enough to count as a "high-volume third-party seller" under the federal INFORM Consumers Act, you must give us the information that law requires, and we may show buyers the details the law requires us to show.
BlvckMeta is not the seller, does not take ownership of products, and is not responsible for any product, service, payment dispute or other dealing between members. Disputes between buyers and sellers, or between members and Service Providers, are between them, though you may report a problem to us and we may act on it under Section 5.
13. Advertiser Terms
Businesses and individuals may advertise on BlvckMeta, including sponsored posts in the Porch and Vibes feeds and sponsored takeovers of the BlvckMeta homepage. By advertising, you agree to these Terms and to any additional advertiser guidelines shown when you create or pay for a campaign.
All advertising is reviewed and must be approved by BlvckMeta before it runs. Ads must be truthful, must not infringe anyone's rights, and must comply with all applicable laws and advertising rules, including the FTC's rules on endorsements and testimonials. Prohibited advertising includes illegal products or services, misleading claims, discriminatory content, adult or sexual content, weapons, scams, and anything that breaks the Community Guidelines. Ads are always labeled as sponsored.
Homepage takeovers may include a sponsor name, headline, link, images and video. Takeover video plays without sound unless a visitor chooses otherwise. We decide when and how long a takeover runs, and members who chose their own theme keep it during a takeover.
Prices are shown at checkout and may be paid with credits or by card through Stripe. We may reject, remove or pause any ad at any time. If we reject your campaign before it runs, we refund the payment (credits are returned to your credit balance). Other refunds are decided case by case.
14. Termination and Account Deletion
We may suspend, restrict or terminate your account and access to the Service at any time, with or without notice, if we believe you broke these Terms or the Community Guidelines, broke the law, created risk or harm for other people or for BlvckMeta, or if we are required to by law. We will follow Section 5 when we do.
You may delete your account at any time from within the app or on the web (see blvckmeta.com/delete-account for the steps), or by contacting support@blvckmeta.com. Deletion is scheduled, and the account is permanently deleted 21 days later unless you sign back in and cancel it. Deletion does not remove everything: for example, direct-message conversations shared with other people remain for them. See the Privacy Policy for exactly what is and is not deleted. Deleting your account does not cancel a subscription bought through Apple; cancel it in your Apple ID settings.
When your account ends, you lose access to it, including any credits, subscriptions or digital goods connected to it, without refund except where the law requires. Ending your account does not end obligations you had before it ended.
Provisions of these Terms that by their nature should survive termination, including intellectual property, disclaimers, limitation of liability, indemnification and dispute resolution, survive termination.
15. Disclaimers
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE AND NON-INFRINGEMENT. WE DO NOT PROMISE THAT THE SERVICE WILL BE UNINTERRUPTED, SECURE OR ERROR-FREE, OR THAT CONTENT ON IT (INCLUDING CONTENT FROM MEMBERS, ADVERTISERS, SERVICE PROVIDERS, SELLERS OR TEAIRA) IS ACCURATE OR RELIABLE.
We are not responsible for the conduct of any member, whether online or offline. Use caution when you meet people, hire Service Providers or buy from sellers you met through BlvckMeta.
16. Limitation of Liability
TO THE FULLEST EXTENT PERMITTED BY LAW, BLVCKMETA, RIXX CITY STUDIOS, LLC AND THEIR AFFILIATES, OWNERS, OFFICERS, EMPLOYEES, AGENTS AND SERVICE PROVIDERS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF PROFITS, REVENUE, DATA, GOODWILL OR OTHER INTANGIBLE LOSSES, ARISING OUT OF OR RELATED TO YOUR USE OF THE SERVICE.
OUR TOTAL LIABILITY TO YOU FOR ALL CLAIMS ARISING OUT OF OR RELATED TO THESE TERMS OR THE SERVICE WILL NOT EXCEED THE GREATER OF (A) THE AMOUNT YOU PAID TO BLVCKMETA IN THE TWELVE (12) MONTHS BEFORE THE CLAIM, OR (B) ONE HUNDRED U.S. DOLLARS ($100).
Some places do not allow the exclusion of certain warranties or the limitation of certain damages. In those places, these limits apply to the fullest extent the law allows.
17. Indemnification
To the extent the law allows, you agree to defend, indemnify and hold harmless BlvckMeta, Rixx City Studios, LLC and their owners, officers, employees and agents from any claims, losses, damages, liabilities, costs and expenses (including reasonable attorneys' fees) arising out of your User Content, your use of the Service, your sales, services or ads on the Service, or your violation of these Terms or of anyone's rights.
18. Dispute Resolution, Arbitration and Governing Law
Talk to us first. Before filing any claim, you agree to send us a written notice describing the dispute and the relief you want, by email to legal@blvckmeta.com or by mail to Rixx City Studios, LLC, Attn: Legal, 1617 Farnam Street #62, Omaha, NE 68102. We will try in good faith to resolve it with you for 60 days before either of us starts a formal proceeding.
Arbitration. If we cannot resolve it, you and BlvckMeta agree that any dispute arising out of or relating to these Terms or the Service will be resolved by binding individual arbitration administered by the American Arbitration Association (AAA) under its Consumer Arbitration Rules. The Federal Arbitration Act governs this agreement to arbitrate. The arbitration may be held by video or phone, or in Douglas County, Nebraska, or the county where you live. Payment of AAA fees will follow the AAA's consumer rules.
Exceptions. Either of us may bring an individual claim in small-claims court if it qualifies, and either of us may ask a court for an injunction to stop infringement or misuse of intellectual property.
Class-action waiver. Disputes will be resolved only on an individual basis. Neither you nor BlvckMeta may bring a claim as a plaintiff or class member in a class, collective or representative proceeding, and the arbitrator may not combine more than one person's claims.
Opting out. You may opt out of this arbitration agreement no later than 30 days after you first accept these Terms by emailing legal@blvckmeta.com from your account email with your username and the words "Arbitration Opt-Out." Opting out does not affect any other part of these Terms.
Governing law and courts. These Terms are governed by the laws of the State of Nebraska and applicable U.S. federal law, without regard to conflict-of-law rules. Any dispute that is not arbitrated will be heard only in the state or federal courts located in Douglas County, Nebraska, and you and BlvckMeta consent to their jurisdiction. If you live outside the United States, you may also have rights under the mandatory laws of your country that these Terms cannot take away.
19. Apple App Store Terms
If you downloaded BlvckMeta from Apple's App Store, these additional terms apply:
- These Terms are between you and BlvckMeta only, not Apple. BlvckMeta, not Apple, is solely responsible for the app and its content.
- Your license to use the app is limited to use on Apple-branded products you own or control, as allowed by the App Store Terms of Service.
- Apple has no obligation to provide any maintenance or support for the app.
- If the app fails to meet any applicable warranty, you may notify Apple and Apple will refund the purchase price of the app (if any). To the extent the law allows, Apple has no other warranty obligation for the app.
- BlvckMeta, not Apple, is responsible for any claims relating to the app, including product liability claims, claims that the app fails to meet legal or regulatory requirements, and consumer-protection or privacy claims.
- BlvckMeta, not Apple, is responsible for investigating, defending, settling and discharging any claim that the app or your use of it infringes a third party's intellectual property rights.
- You confirm that you are not located in a country subject to a U.S. Government embargo or designated as a "terrorist supporting" country, and that you are not on any U.S. Government list of prohibited or restricted parties.
- Apple and its subsidiaries are third-party beneficiaries of these Terms and may enforce them against you.
Similar terms of Google Play apply if you downloaded the Android app from Google Play.
20. General
These Terms, the Community Guidelines, the Privacy Policy and any terms shown when you buy something are the entire agreement between you and BlvckMeta about the Service. If any part of these Terms is found unenforceable, the rest stays in effect. Our not enforcing a part of these Terms is not a waiver. You may not transfer these Terms or your account; we may transfer them as part of a merger, acquisition, reorganization or sale of assets. We are not responsible for delays or failures caused by events outside our reasonable control. You agree that we may give you notices electronically, in the app or by email, and that these satisfy any requirement that notices be in writing.
